school nurses

I am doing a research paper on why each school on the county of Fayette an nor provide a nurse to be with the diabetic children at all times. Right now hsy have a travelling nurse it would make more sense if they could provide a nurse at all times. With my child being a Diabetic you never know when she is going to need a shot or a snack if there is no one there certified to take care of her. I belive that it ia the states and counties responsiblitiy to take care of this problem. If you could give me a answer I would greatly appreciate it. Thank you for your time. Emily Woods
